We have received reports that if a user donates on a donation page and already has a previous record in the database that contains a user submitted address, the billing information isn't saved and the user submitted city, state, and zip code are lost.
For example, let's say a user signups up to be a volunteer and submits their address through the volunteer signup form. Then, they go straight to the Donate page to make a donation. They properly fill out the billing address information in the donation form on the nation's live site. Once they process the payment through PayPal, their billing address doesn't save to the user's profile and their user submitted address city, state and zip code data is lost.
