Can I use Stripe to process a recurring monthly fee to members on my site?

According to this page:

http://nationbuilder.com/payment_processors_recurring_donations

Stripe doesn't support recurring donations. However, it appears they do according to their website:

https://stripe.com/subscriptions

Am I missing something?

No you are correct - Stripe does accept recurring donations but we have not updated our integration with them to accept recurring donations so it is not possible in NationBuilder.

It's a VERY popular suggestion (that I see you saw!) and I will update that suggestion if there is any progress.

Please make recurring donations available through Stripe. NationBuilder seems in no rush to make the implementation for recurring donations. Stripe has issued a new API yet NB is doing nothing to integrate, just platitudes of we’re looking at it. Stop looking and let’s get it done. Do or not do, there is no try.
