Don't strip newlines/spacing from issues/suggestions

The way newlines are stripped from submissions can turn a nicely formatted readable issue into a blur of text, and the fact it is done at the backend (rather than blocked at front), means the user can inadvertently rely on them (for example, with bullet points).
