My nation comprises multiple websites. There are sedate teams working on search website. I want each team to only have permissions to the website they're working on.

Unfortunately at this time custom permission levels cannot be set on a website to website basis. You can limit whether people are able to publish webpages.
You can suggest this as a product feature for future development.
