Because we don't store PayPal ID this is definitely possible. However, if you're using PayPal Express, their service may not allow two separate profiles to create recurring gifts. 

As far as NationBuilder goes as long as both accounts have a unique email address the system won't have any problem recognizing that two donations have occurred on separate profiles.
