Florida allows for people to do early voter registration - when they apply for their drivers license - however, they are not eligible to vote till they turn 18 years old. Nation Builder incorrectly tags them as 'could vote'.

Margot - you would need to re-import the 'is_active_voter Y/N' column of your voter history. You would probably want to start with exporting everyone under 18 and then re-importing them with their unique ID and the new active voter info.
