Is there a more practical way to handle redirects?

We have a lot of links redirecting to tags pages, well over 60 of them, but we are unable to redirect to nationbuilder tag pages. I have tried redirecting to the legacy url's "questions/tags/xyz/" but "tag/xyz" but it wont redirect. The solution here is to create - one at a time - a redirect page just to get the slug that we can redirect to. This is not only impractical, but extremely time consuming. Leaving the legacy pages is not an option. What can we do to handle all of these 301's that we need to create?

We also have a lot of other types of pages that we can't redirect to because they have become a slug the legacy redirect likes and are facing the same problem. We are dealing with over 150 redirects here and there is no pragmatic way to handle this that I have found. Can you help provide some insight or direction?
