I have created a voter list and shared it with a volunteer, yet when logged into that volunteer's account I cannot see any link or any place to access that list.
I also tried sharing the voter list with "anyone" and still cannot locate the list anywhere other than the admin panel that volunteers can't access.
How do my volunteers access the voter lists?

You give have your volunteers a permission set to be able to see people that are assigned only to them.

Your volunteers will need to have access to the control panel at at least intern level, or else you can export your list and share it as a spreadsheet.
