Incorrect results from "Can vote?" field in mayoral race?

We have a campaign where the candidate is running for mayor, and we've configured it accordingly on the Settings -> Political -> Office page (Office name = Mayor, State = MN, and City = Saint Paul).  However, the numbers for "Can vote?" weren't coming out right, so we took a look at the people that were being flagged, and found that there are people registered in other cities (like Maplewood, MN) that are listed as Yes for "Can vote?".

Could you explain the exact algorithm for how "Can vote?" is determined, to help us with our data cleanup?  We'd like to make sure that we're targeting people that can actually vote.

"Can vote" is all possible voters in your nation that are eligible to vote in your election and who have a state ID for your state. (You can search for "can vote" under People--> Advanced Search. It is the third drop down under the section "Support level". You will only see this search option if you have voter data in your nation.)

You can find this total another way as well: It is the total of yes votes (those who are marked as saying they will vote for you), no votes (those who are marked as having said they will not vote for you), and any other possible voters.

If you want to see which voters in this list fall outside of your voting area, add them all to a list and then map the list. You can use the turf cutting tool to create a list that contains just the people who appear to be outside of your voting area.
