Who can use the voter file addon?

The voter file addon is mainly intended for U.S. political campaigns up to the state-wide level, but we will evaluate requests from c3 and c4 organizations running issue based voter ID and GOTV programs on a case by case basis.

That’s right, the only people who can use the voter file currently are official U.S. political campaigns. This is mainly a cost issue for us right now, but we’ll be thinking through what we may be able to provide to c3’s in the future.

I’m assuming this means no c3’s running non-partisan GOTV programs or c4’s running issue-based voter ID and GOTV programs, is that right?

Do you have to be an “official” political campaign? Is there some legal requirement b/c this is a great feature any group could use (and I certainly want to :) If there is a requirement based on law, can you reference/link to it so users can determine how to play within the rules (i.e., not break the law but use the maximium number of features)?
