When you strip out the styles of theme.scss or tablet-and-desktop.scss, it causes the web pages a person creates in the control panel to have a high chance of being completely unstyled and/or broken. Think of theme.scss as a framework you are modifying and adding to. Add styles, or modify existing styles as you wish, but you should never remove them completely.
