I am trying to solve the exact same question. I essentially have three types of “needs”. 1. A site for our state group. 2. Sites for our county groups. 3. A site for training and information accessed by only the leaders of the county groups.

I have not yet started to consider how the County sites would be set up but I have started to deal with the training site.

I set up the training site as a page with sub pages. I want to limit access to this area to simply those that are set up with “leader” permissions (these will be my county coordinators). I am able to restrict this access but it is causing difficulties with the nav bar. If someone without leader permissions clicks on those navigation links, it breaks the site for them.

In discussion with support, it has been suggested that I set up different navigation bars for different levels. Now I just have to figure out how to do this..
