Josh, we don’t yet have a specific page type for spending capitals, but you can manually subtract them from a person (after they “purchase” something) on their signup profile under Political capital > Award political capital (negative amounts subtract from the total).

The shopping cart is based around people, not donation activities, so the best way to easily do what you want is to export the donations, then import them with a new column with the appropriate recruiter name. As long as the NationBuilder ID and recruiter name are in the same row it will update all of the donations.

It is possible to import donation history from any service that will give you a CSV file, and match it by email addresses or phone numbers to create a history. It will not match on name alone. (More info on how NationBuilder matches entries from imports can be found in the FAQ section.)
