Allow active and inactive tracking codes

When I'm entering donations, I would like to only pick from active tracking codes, while still having access to past tracking codes for filtering.

Hey Diane, that a is a really interesting perspective on management of tracking codes. In the meantime I would suggest naming your tracking codes in a way that indicates which ones are active/in use. This is something we will consider but don't have a timeline.
