I am pretty sure this question page is a Suggestion page type.

I am trying to create a "Forum" type page on a site using the "Suggestion" page type but when I do, I don't get a Text Editor bar like above where I am typing now. 

Is this a customization? If so, how do I add it to my page?

The "text formatting" toolbar (pictured below) is included by default as part of the text editors on most of our stock themes; it is not, however, included in Aware.

Because the Aware theme is "responsive," it needs to be able to collapse down to a mobile scale gracefully. As the text formatting toolbar requires a minimum (i.e., fixed) width, it was removed from the theme. Text submitted on these pages will be rendered as plain text.
