We would like to change the Call to Action Buttons in Victory Again Theme. Can't seem to find the code that contains the .jpg images so we can switch them out.
Those types of edits are certainly possible and simple to do once you have made it into a custom theme. To be clear, if you keep the "Clone my current theme" box checked when creating a new custom theme, the theme that is created will be exactly like the stock theme but now you will have the ability to make changes to the HTML/CSS code that makes up the theme.
As far as the images go, they are controlled by files called "bg_rsvp.jpg", "bg_volunteer.jpg" and "bg_donate.jpg", respectively. You can change those by uploading new files with those names in Theme > Current Custom Theme > Files. You wouldn't have to delete the old images the new ones will replace them. The backgrounds should be the same color as the background of the current images or else it might look strange.
Let us know if you have any additional questions!

“Hi Jazmine! It looks like the files currently found in the “Files” tab of your website’s theme are still the original images. To change the images that show up there, you’ll need to upload your flag image with the file name “li-participate-all.png” to the Files tab of your theme. To get there, you’ll want to click on “Website” (in the top blue bar of your control panel), then “Theme” and then “Files”.
If you also want to change the grey image that are currently behind the red, white and blue ribbons, you’ll need to upload new images called “bg_volunteer.jpg”, “bg_donate.jpg” and “bg_rsvp.jpg”.
I’m not sure what you mean by “Not able to connect the buttons in the home page to the subpages” so I’m sending you a follow-up email about that now."
