How do I create responsive image elements for a single page (e.g. custom CSS for only one page)?

I've been at it for days and still no luck - I need to create custom CSS for a single "Basic HTML" page within our national NationBuilder template. 

I've gotten this far by creating a table with all the content I need: 

http://ri.newleaderscouncil.org/executive_board

But I want to get to the point that these images a responsive to smaller screen sizes, rotating down as the screen shrinks or on mobile devises exactly like this: 

http://www.liftcommunities.org/people/

Any solid places to start from? My greatest challenge is figuring out how to insert custom responsive CSS into the single page without jacking up the broader template. Next, is actually creating the responsive image elements with or without a table.

Please see below for a helpful comment! 

"In terms of custom CSS, on any page you can go to the “Template” tab, and customize the page’s template without affecting the rest of your site. You should be able to add a tag in there."
