If someone is first added to a nation because they RTd someone's tweet referencing an NB page, the person who originally tweeted should be automatically given credit as the recruiter.
If someone sees the original tweet, clicks the link, and signs up through the website, the recruiter is given credit by the recruiter_id in the URL. However, if someone just RTs the message, but then is subsequently contacted by the campaign via twitter and converted into a supporter, the original recruiter is not given credit unless a staff member manually updates the "Recruited By" field. Failure to give credit where it is due weakens the incentive that political capital is supposed to provide.
