I've figured out how to add someone manually to the Endorsements section
Endorsement Settings -> Endorsements ->Add Endorsement
This creates a new person, that I could conceivably merge with a real voter record later, but that seems inefficient.
When someone already in my voter database endorses offline isn't there a way to just say "Endorsed" and have that kick them into that list?
I cannot figure out how to get them to show up in the "Who's Endorsing" block on the page.

Hi Brian!
So, there's no way to mass-add endorsers to the endorsement page. Each endorser has to either do it themselves via the endorsement page, or has to be manually added in the control panel. When you're adding the endorser, if you use the same email address as the one they already have in your nation, it won't create a new profile, it will simply update the existing one, so no merging will be necessary.
