Declined transactions in Authorize do not cancel membership status, unless grace period exists

If a person has a recurring monthly donation that is processed via Authorize.net and tied to their membership status, and their recurring donation is declined in Authorize.net, their membership status will not automatically get canceled unless a grace period is set up for that membership type. This creates some inconsistency in terms of how declined recurring donations connected to memberships behave, and makes it very challenging to manage. For users who signed up for a recurring donation + membership when a grace period was set up for that membership type, and one of their recurring donations is declined, it will kick them into grace period and then cancel their membership status at the end of the grace period. For users who signed up for a recurring donation + membership when a grace period was not set up for that membership type, and one of their recurring donations is declined, it won't do anything. Their membership status will remain "Active" indefinitely. Other impotent notes: 1. Changes to a membership type's grace period also do not apply retroactively (see https://nationbuilder.com/ryanvande/changes_to_membership_grace_period_do_not_apply_retroactively) 2. A donor's "Recurring donation" status also remains as "Active" after failed donations (see https://nationbuilder.com/ryanvande/recurring_donation_status_remains_active_after_failed_donations) 3. "General errors" in Authorize.net (i.e. expired or invalid credit cards) do not generate any sort of error activity in NationBuilder (see https://nationbuilder.com/abrahamhuie/authorize_net_general_errors_do_not_generate_error_activities_in_recurring_donations)
