Hi there- we are interested in sending an email blast with a link to send a tweet to a specific person with a pre-programmed question, is this possible? I've looked into it and I havent found anything yet.

The functionality you are describing was called autofill tweets. Twitter stopped supporting it in 2011.
A similar functionality is now available using a Tweet button which is available as a resource from Twitter. These buttons should only be used in webpages, not email, because they require script code to be functional.
Script should not be added to the theme of an email, as it causes many email service providers to flag your message as spam.
