The site importer appeared to import the JavaScript, but when you right click and save as, you get the error "Failed - No file", and pages that were imported from the old site display perfectly except where the display is dependent on the JavaScript. These old pages I wish to display as old pages, without any new theme applied, using the HTML, CSS and JavaScript from the old site. I read the documentation on how to import a file into a theme. This would allow me to use the old JavaScript in new pages. But the old JavaScript is useless in new pages; it is needed to display the old, imported pages. So how do I work around this?

Unfortunately, it sounds like you're trying to use the importer for something it's incapable of doing; the Legacy Importer is meant to be used to retain the SEO status of old links, and re-direct those links to specific pages on a NationBuilder site once the URL is switched over to us from your old website platform. Defining a redirect page is the only way you can edit an imported site. Any pages imported from an old site will be static. Additional information on the site importer is available.
Given the limitations of the importer, you may find it useful to work with an architect to transition your site to NationBuilder. You may also find the Veracity WordPress Importer useful.
