Can an administrator receive an email notification when a Paypal donation is abandoned? This would make it much faster for us to contact potential donors as soon as a problem arises so we can fix it ASAP.

Right now you can only receive an email when a donation is completed: http://nationbuilder.com/notification_emails#adjust
What you can do is keep your finances page bookmarked to check periodically to catch any failed donations - you can also add your voice to this suggestion.
