It would be great if I could search according to the number of times someone has been contacted. Our strategy calls for six points of contact per voter. Presently I can't create a list based on such criteria.

Aaron, the best way to do this is to have each contact logged as a descriptive type or sequence. Then you can search for people whose last contact was of one of those types, or the numbers in the sequence. You customize the contact types under Settings > Defaults > Contact types, and you create advanced searches around them under People > Advanced search > Contact history.
