I have several people in our Nationbuilder database who have more than one email attached to their profile (a primary and secondary email), and they have requested that communications from us are sent to both email addresses - is this possible without creating a second profile with the secondary email address?

This isn't possible at the moment - you are correct that you would need to create two profiles.
