By For visitors to our site who either have no accounts or are NOT logged in, it is my understanding that the splash page will show once -- the first time they visit -- and then not again.
How can I change that frequency interval? I'd like for that page to show up every 5 times, or maybe once a week before the cookie resets.

The splash page was designed specifically for this purpose. If you'd like to have a landing page display always, then the splash page is not the right page to use, but rather a customized homepage.
Changing the frequency a splash page displays in the way you're describing is not currently a feature, but that's a great idea and recommend you add it at nationbuilder.com/suggest. Submitting it there allows other users to show their support for features, and helps us set our development priorities.
