By Hi, I;m trying to verify my NB website with Pinterest. To do so I need to upload an html file or insert a meta tag. Despite being able to upload other files, I can't upload the html file- when I open the upload files tool, the file I want is greyed out.
So if that's not an option, where do I find my index.html file <head> to insert the mata tag for verification?

You can insert the meta tag into the head tag of the layout.html template of your custom theme. If you need to create a custom theme, follow these instructions.
