There is a chance I am missing the option or setting to do this, but I think it seems pretty straight forward that you should be able to mock-up and prepare a theme before switching to it for a site that is currently live.
For example if I want to make significant theme changes or switch to a new theme all together, I don't want to be making these changes to a live site. But as soon as I try to change anything it switches me to a new theme or custom theme. Am I missing something?
You have the ability to save a draft of what you are working on, and view the changes in preview.
You will see the "Save draft" button at the bottom left of a template, the "Preview" at the top.
For example, below is the theme.scss file. You can "Save draft" > "Preview"
This is the same for other themes you may have that are not installed on the current site.
