I had this happen to me once. I use the firefox web-browser and I use addons for that browser that disable remote scripts from running. In a basic type webpage under the content heading I didn’t see the formatting toolbar for the wysiwyg editor, through the addon I just enabled the script to run from cloudfront.net and when the page refreshed I got the formatting toolbar back. If you have something running, either within the browser or some other security program, that blocks remote scripts from running within the browser or if you have something blocking the website that the script is loaded from, you won’t see the formatting toolbar in the wysiwyg editor. I don’t know if this is the issue you’re having, but that is what it was for me when this happened to me.
