You can, it's probably just a problem with the file. Send an email to support with the specific file and we will look into it.
NationBuilder will try to automatically detect what character set your file is using and convert it automatically to UTF-8, which is the international standard, but it's a little tricky and most people have no idea what any of the character set stuff means, which can cause problems.
