Hi, we are an organisation with two nation builder accounts. One of them has a microsite that we'd like to transfer to the other nation. Is this possible?

Yes! Using our new site sharing function, you can share the site to a second NationBuilder account and then delete it from the original after you're happy with the transition. Documentation on site sharing is here: How to share a website
