This is a setting that is very easily adjusted. In the control panel for your nation, go to Websites > Settings > Basic. Toward the bottom of the right column, there will be a checkbox labelled "Show parent in nav dropdown". Uncheck this box, and the top page won't appear in the drop down nav of subpages.
