E-mail recipients upper limit question

So, when someone purchases the 25,000 e-mail recipients per blast package, what does that mean, exactly?

 

Does it mean that you can have over 25,000 people on your list, and that you can only send one blast per 25,000 selected?

Does it mean that if you want to send an email to 50,000 at once, that you can create a blast for 25,000 recipients and another for the other 25,000 and send them seperately?

It means that you can have 25,000 email addresses in your database. You can email them any number of times that you would like and in any size group.
