In the new interface, when looking at an individual person, in the dashboard, there are two big flags: No vote and Not contactable. I can see where the contactable status comes from, but all the people can vote, as I uploaded them from the register of electors, and they all have a county file ID.
"No vote" doesn't mean that they aren't able to vote.
Most of the time, it means that they aren't expected to vote for you. They could be people who voted for another party in previous election. They could have indicated they won't vote for you during a survey or a door knocking interaction.
The other cases where someone will get marked as no vote in their profile is if you don't have either voter history or party information for the voter. In those cases, the person will show up in searches as possible voter but their profile will show "No vote". Adding party information and/or vote history for these people can change them from a no to a yes.

You can import your voter history without the party designation. If you are using the numbers, try these values:
0=Did Not Vote (if known)
1=Voted
2=Voted by Absentee/Mail
3=Voted by Early Ballot
If you are using the Y/N/R/D vote information, import the votes as either a Y or an N.
