I'd like to include links to sites not hosted with my NationBuilder site on the top navigation bar. Is this possible?

Yes! Just us a redirect page type for your non-NationBuilder URL and put the slug for the redirect page in your top nav list. You can see this in action at sites like Ohio Citizen Action (Home tab) and Adriel Nation (SF Tech Dems and Gov 2.0 Radio tabs).
