I have enabled comments on my page and many users are using to post questions. However, I am unable to find how to respond to them.
I do not want to reply to them via Facebook, Twitter or email to avoid breaking the flow of the conversation and so that other users do not imagine that we ignore comments.

The best way to respond to comments and allow other users to see your response is to post a comment yourself. It's good practice to let people know the humans behind your cause, so hopefully you've indicated - either by being the author of the post or in some other way by your interaction with the community, that you're an official part of the nation. Unless you've turned off public profiles, your name in the comment section will link to your public profile on the nation. Another way to indicate an official response is to sign your comment. For example:

Unfortunately, posting a comment and is the only way to currently reply to other existing comments. Having said that, when you post a comment on a page, everyone else who has posted a comment on the page will receive an email notification.
