Beyond the Ballot: Inside Australia’s Community-Led Democracy

Australia is witnessing a democratic transformation in how their communities approach elections. Discover how the Community Independent Movement is redefining political engagement by unbiasedly listening to local voices and transforming these insights into powerful, representative campaigns.

In Australia, a quiet revolution is taking place—one that’s redefining what democracy looks like in the 21st century. This shift is not being led by politicians; But instead, by the citizens who are taking control of the structure of political systems in a way that’s fundamentally changing the election process. This new wave of community-driven leadership is revitalizing the traditional model of democracy, creating a more engaged, responsive, and representative political system.

The ordinary democratic political path

Most often in a democracy, a candidate, whether independent or affiliated with a party, self-nominates. They begin promoting themselves and their campaign, speaking to people, and recruiting supporters. If they’re particularly mindful about community involvement, they may engage in some social listening along the way. They build momentum, align their message with common and relevant issues, and eventually run for office.

However, once elected, the connection between the candidate and the community tends to fray. The community’s voice, once pivotal during the campaign, is often sidelined, with little to no opportunities for meaningful participation or feedback. This is the status quo—a system that leaves many voters feeling excluded, leaving the practice of democracy fractured and distant.

A new kind of leadership

But something extraordinary is happening in Australia. The Community Independent Movement is emerging, driven by individuals who feel under-represented and let down by the current system. These are not just one or two people. It’s communities of voices participating in the decision-making process, uplifting their concerns. These are organized groups of community members who are deeply committed to creating tangible change in their communities.

What sets these groups apart is their focus on listening—deep, meaningful, and inclusive listening. They gather in intentionally intimate settings around a kitchen table, at a local coffee shop, or even at a dog park. Here, they engage in structured conversations, where everyone can share their opinions, and all input is documented. Over time, these discussions are analyzed and transformed into a comprehensive report—a transparent reflection of the community’s needs and goals.

From conversations to candidacy

What’s remarkable is how these insights evolve into something much more powerful—a distinguished path for the kind of representation the community desires. And this process can even lead to the creation of a job description for a potential candidate. When the time comes to find someone to stand in for an election, the community doesn’t wait for leaders to run. Instead, they actively seek out individuals who embody the values and vision they’ve collectively defined. Once these candidates run, they do so with the full support of a community—one that is deeply invested in their success.

A new practice of democracy: Community and Candidate

Once elected, the relationship between the candidate and the community doesn’t end—it deepens. They form a two-way partnership, a mutual agreement to maintain feedback and involvement that ensures the community’s voice continues to guide the elected official’s actions. While the community and the campaign hold different roles, they work together, ensuring that true representation is not just a campaign promise, but a living and breathing reality.

What stands out is how these community groups are intentionally leveraging relational organizing software to fuel their movements. Using NationBuilder, they set up websites, recruit supporters, organize events, and maintain engagement through mass emails. Code Nation, a certified NationBuilder partner, offers their community affordable packages, onboarding, and ongoing support. From initiating meaningful conversations and mobilizing supporters to effective fundraising and nurturing long-term community relationships, NationBuilder equips them to lead with authenticity and impact. It’s all about fostering a resilient movement that genuinely represents the voices of the people.

Accelerating the pace of change

What took five years back in 2013 when the first group, Voices of Indi, elected their first community independent, now takes just five months. Today, this movement is fueled by the network of people sharing resources and leveraging the power of technology to grow new initiatives faster, more effectively, and at scale.

One of the key drivers behind this rapid progress is Climate200, a not-for-profit that plays a pivotal role in supporting independent community groups. Climate200 has mastered the art of crowdfunding, raising significant amounts of funds to provide grants to these groups demanding new democratic leadership. By offering financial support, they’re equipping grassroots movements to build quickly, amplify their advocacy messages, and make a substantial impact in their local communities.

And this movement is not an isolated phenomenon. Right now, there are 32 Australian community groups using NationBuilder, with more emerging. This approach has made waves in recent elections, exemplified by the historic victories of the “Teal Independents,” community-backed candidates who secured astonishing electoral successes in 2019 and particularly in 2022. They now hold 8 of the 151 seats in Australia’s parliament, challenging the traditional political landscape and inspiring similar movements. Independent Voice groups are steadily growing their footprint, now active in over 20% of Australian federal electorates, which stands as a clear indication that the demand for community-driven representation is on the rise.

The Community Independent Movement is facilitating a new path for democracy—one where the voice of every citizen is heard, valued, and acted upon. This grassroots movement is setting an inspiring example globally, demonstrating that true democracy goes beyond casting votes; it’s about continuous, active participation in building the future you want to see.
