When a user fills out the endorsement form on the endorsement page and submits it, an email notification is automatically sent to a site administrator. I would like to add another site administrator to the email notifications list. How do I do this?

On the Control Panel profile page for each administrator, there is a "Notifications" tab where you can customize the notification settings for that person.
