When Can the Signup Variable be Used

I'm trying to understand when the Signup Liquid variables can be used. I'd like to design a Thank You page for a Petition that would display the  user's email address and opt in checkbox. Just not quite clear on when the system is able to display those variables.

    How can we offer an “opt-in” option when people sign our petition? I want individuals who are signing our petition to be able to automatically opt in to our nation to receive updates on the progress of our legislative efforts.
