When a user signs a petition page, on the subsequent referral page a box pops up prompting the user to Tweet the the petition.
Where is this code? (note that this is on a two column page - so the columns_1_flash on _columns_1.html isn't what I am looking for)

Also, and most importantly, how do I configure or change the text that is circled in red in this box?

The text of that default social media post can be configured on Websites > Page > Settings > Social Media (as pictured below).
For its part, the CSS can be controlled in your theme.scss file, although the exact location in the file will vary from theme to theme.
