Thank you Ron and Ian for your helpful comments. As a workaround I can use ‘date: “%D”’ to have just numbers shown. But I haven’t figured out in where I can define the attributes for “%b”. Do I do it where I pull the variables or is there a different place it should be done so it works for all the dates on the site?

Have you figured out a workaround? We have 60 member organizations (that have signed a form and sent a cheque) that we cannot send our email blast to.

I am adding my support to the request to edit the subject lines on the theme level. This is an important feature as language is a very sensitive issue. This could be a deal breaker for some non english speaking campaigns.
