By When I look on People section of my nation then it shows total number of people. But when I output {{settings.people_count}} on my template then it displays different total number of people (less). Also when I join the nation with new emali it incerases total on admin people section but it does not increases on my template.

You're experiencing the delay between counts in your control panel and the count available through the Liquid variable. The control panel count will always be more accurate because of this delay. The lag time may be an hour or more.
