Where is the VAN data?
Do I have to turn it on? Why can't I see voter history?
Do I have to add my own political data? I added my precincts, do I have to do my own sorting or will Nationbuilder take care of that?

See how NationBuilder is different from NGP VAN.
In order to request a free voter file from the NationBuilder Election Center, go to People > More > Import > Voter file import and click the button "Import from Election Center."
Once the data is in your nation, you can see a voter's history on their record's Dashboard:
