I never want survey to be made public and I don't want to bother asking people.
I'm worried this question will make people feel uneasy. I just want to get rid of this checkbox and make sure the data is never made public.

Turning off the stream will not turn off this question. If the question box is removed, people will not have a choice whether or not the content is shown.
Because survey answers can be shown under the original survey or under any survey that shows all questions from the site, the "Don't publish" question needs to be asked for each question. Turning on this option says that the answer shouldn't be shown on any page of the public facing site.

Yes, I have gone to Site Settings and unchecked the box that says “Ask to publish actions to stream” and yet, it continues to ask to publish actions to the stream on every single form.
If this is never going to be changed, which seems to be the implication of the “Official response from Nationbuilder Support,” then this option in Site Settings needs to be removed.
Look for the section with the heading “Turning off any of these will disable them across the entire site”
and un-check the box “Ask to publish actions to stream”
And you will I never make anything public… and you wont bother folks by asking.
