That is, one of my top nav menu items is meant to be a "heading" menu for its subpages -- it is not intended to be an active page itself. For example,
FORM <---- I don't want this to be clickable
form_1
form_2
form_3
I've tried using a redirect page for "FORM" that redirects to "form_1" but that is inelegant and can be a disconnect for the visitor who wasn't expecting to go to "form_1" (she could still be deciding which form she needed and already she's redirected to what could be the wrong form for her).
Especially when "form_1", "form_2" and "form_3" are not topic-related. They've just been grouped together under one "heading"-type menu.
Any suggestions?

There's currently no way for you to make a topnav page "not clickable." I would have recommended that you make the top nav page a redirect page, but I see that you've already tried that approach.
The only other recommendation that I would have is to make the top nav page a "Basic" page and make it a sort of "table of contents," with links to the other pages included. That way any visitors who click on it would still be presented with the list of subpages that you intended for them to see.
