Is it possible to set up a copy of the website on a local server for testing? I *really* don't like the idea of doing design and configration changes on the live website.

You can't save a local copy, but you can make a copy on your nation. Share your site with your own nation, and then create a new site based on the original.
When you are happy with your changes, you can switch your domain from one to the other.
