Thank you for pointing this out. You are correct, the Action theme does not have a tablet-and-desktop.scss file. This is because the styles that are designed to override mobile styles are just included at the bottom of the theme.scss instead of being in their own tablet-and-desktop.scss file. 

So if you would like to edit any styles normally seen in the tablet-and-desktop.scss file, you can edit them at the bottom of the theme.scss file.
