Is there a way to tag people who open and or click an email?

Absolutely.
Step 1: When viewing your email blast's Dashboard, click on the link to see who opened, clicked, etc.
Step 2: On the next page, you'll see a list of everyone who opened or clicked (etc.) your email blast. Using the large "plus" button, add them to a list.
Step 3: Still within your Control Panel, navigate to People > Lists > Your List and click "Batch Update". Using NationBuilder's batch actions feature, you can now add (or remove!) tags to everyone in this list at once.
