Transfer people and contact history to a new database

I'm looking for a way to do a one-time transfer all of the auxiliary information in a database from one nation to another.  I can see how to export/import people, but I assume that doesn't bring along information like their contact history.

You're correct: exporting the people from your nation will allow you to import them into another nation, but it will not transfer their associated activities.

While it's possible to download a backup of all the data in your nation — including the activities — in the form of a snapshot, it's not currently possible to import that snapshot into another nation. It can be used to restore the original nation to a snapshot in time or to work with your data in another PostgreSQL database.

You can also share people between nations using tags. While tag sharing usually provide continuous syncing of information between nations, you could stop the share after the initial sync as a fast way to transfer people between nations. A lot of information about a person can be shared using tags, though not contact history. Your organizer can help determine if this option is right for you.
