It's not possible to search for an individual's largest individual donation, but it is possible to create and send multiple blasts to people who have given different ranges of contributions. (Ex: Donated less than $25, $25–100, $100–500, etc.).
A best practice would be to make multiple lists, one for each range of individual donation amount, and send a blast to that list tailored with an "ask" that reflects their previous donation history.
